In another development, Tunduma DED, Halima Mpita, has been stripped of her position for abuse of office and loss of revenues collected from motor vehicles passing through the country's biusiest border post.
The anomalies in the local authorities were discovered following thorough audits conducted by the government, the Minister of State in President’s Office responsible for the docket, Mr George Simbachawene, explained in Dar es Salaam.
“It has come to our attention that some officials in local governments bribed auditors sent by the Controller and Auditor General (CAG) to issue them with unqualified opinion even when their books of accounts were not clean.
“It is unfortunate that although these so-called clean reports have been presented to the National Assembly for deliberations, the situation is still different on the ground,” the minister noted with concern.
He revealed that the DED for Misengi in Kagera Region, Elizabeth Kitundu, allegedly instructed the council’s accountant, Majaliwa Bikwaso, to give 3m/- to officials from the audit office to cover up anomalies they had discovered. He mentioned the auditors as Steven Guwawa, John Elias and Kilembi Mkole.
In Nanyumbu District, Mtwara Region, its DED, Ally Kasenge, allegedly directed the council’s Treasurer, Pascal Malowe and Accountant, Emmanuel Mgesa, to pay 3.5m/- in kickbacks, which was received by one F. Mwampashi on behalf of his colleagues to ‘doctor’ the audited reports.
The situation was the same in Mbogwe District, Geita Region, where, according to the minister, the council’s DED, Abdallah Mfaume, and Accountant, Lucas Ndombele, bribed auditors with 16m/-. The auditors include Mustafa Said, A.M Chanja, A. Moha and D.S Ndulima.
