Some 350 ghost workers have been detected in Arushs Region, draining the Exchequer of about one billion shillings annually in salaries and other emoluments. Initially the figure was 270 at the end of the two week deadline issued by President John Pombe Magufuli during the swearing in of the new regional commissioners mid last month.
However the screening exercise for all employees working with the central government departments as well as the local authorities was redone in Karatu and Meru districts, where 80 more ghost workers were identified. They have been getting salaries for years but nowhere to be seen. Speaking during the handing over of a report on ghost workers to the regional commissioner Felix Ntibenda, the regional administrative secretary (RAS) for Arusha Adolf Mapunda, all the non-existent 350 were receiving salaries between July 2014 and March 2016.
However, one of the members of special committee set up to follow up the matter Mr Richard Kwitega said there was a likelihood of there being more ghost workers in various public officers in the vast Arusha region.
He suggested that members of the defense and security committees in the district should spearhead the exercise. He also promised that the officials responsible for the scam, specifically the adminstrative and personnel officers, be taken to task without any mercy.
"The verification of employees in the public institutions should be a continuous process" he pointed out, stressing that more ghost workers were found in the district councils. Arusha region has a total of seven districts councils and a city council.
After receiving the report, the regional Commisioner ordered that funds lost through the payment of ghost workers should be recovered through taking to task the officials responsible for the scam. He also ordered that legal measures should be taken against government officials, who played a role in draining public funds through paying salaries to employees not known to the authority.
