Meek Mill has been granted permission by the Judge to record tracks under his hous arrest as long as they are free tracks. Initially Judge had told Meek Mill that he couldn't release any track as he serves his house arrest but this decision has been reversed in order to protect his brand.
According to TMZ ever since Meek was granted permission he has worked on the remix of Drake's Summer Sixteen track, ofcourse it is a dis track.
However Meek isn't allowed to make any money from the tracks so he will have to release the tracks to online free platforms like YouTube.
