Dar Es Salaam Commisioner Paul Makonda has suspend Gerac Phus of Ilala municipality due to failure to discover 11 ghost workers whom their respective departments couldn't be determined. May 2, 2016 Paul Makonda asked all Head of Departments and District Commissioners (DC) of all districts in Dar Es Salaam city to sign contract which required them to provide accurate reports.
However in the third phase investigation Head of Departments and DCs came with a report which said there are 39 ghost workers in Dar Es Salaam city; something which has caused the government a loss of 3.6 billion shillings.
Departments for the eleven ghost workers among the 39, were not known something which made Makonda to suspend Gerac Phus who was the Service Officer for Ilala municipality.
